A Harris County grand jury returned indictments Tuesday against two Houston Police Department officers, charging each with criminally negligent homicide in connection with the January 2023 no-knock raid on the home of Hector Guerrero, a 67-year-old retired postal worker who was shot and killed when officers entered his home at 3 a.m. based on a warrant later found to contain fabricated probable cause.
Background
The warrant affidavit, signed by a 32-year-HPD-veteran, claimed a confidential informant had purchased heroin at Guerrero's address within 72 hours of the application. Investigators found no evidence the informant existed.
